I imagine it’s near impossible for Arsenal to meaningfully initiate transfer processes right now.
There are obviously target areas for incomings (a deputy left-back, replacing for Laca and Bellerin, extending or replacing Ryan, Ceballos, Odegaard). However, that can’t be done until Arsenal have sold players and determined whether they have European football next year or not.
When it comes to selling, most clubs have serious cashflow issues currently so they’re being very selective over commitments (making it harder to sell).
I doubt there will be much progress on any front until after the season ends and european clubs have a better idea of whether next season will be at full revenues (with fans) or not.
Even then, I reckon Arsenal will need to sell at discounts to shift the volume of players that they’d like to.
I think it’s more likely that there will be some progress this summer and some treading water too.
