Xhaka has lots of qualities but they manifest better in games with more space and a slower pace (why he’s be perfect in Serie A). In the Prem, he results in slow attacking transitions (making it harder to then break down opposition defences) and he lacks dynamism, meaning you need a very rigid structure of your midfield to keep you tight. This lack of fluidity also decreases attacking ability.

Jose knows all of this. He knows Arsenal need a different player in midfield and he knows no-one else is coming in for Xhaka. That’s why they’re low balling. Arsenal would have to cut off their nose to spite their face in order to keep him… unless someone else comes in for him and creates competition, which is definitely still a possibility.
